In 2009 the European Commission-DG Regional Policy organized in Bruxelles three seminars inviting analysts and scholars with the aim of collecting information, assessments and practical and methodological knowledge as basis for the design of the report Cities of Tomorrow – Challenges, Visions, Ways Forward (2001). This report started the EU Urban Agenda process.
Within the preparatory works Antonio Calafati was asked to write a methodological ‘issue paper’ investigating the factors that determine the ‘adjustment capacity’ of the economic bases of the cities subjected to strong exogenous shocks.le
