In 2014 a law was passed – Law no. 56/2014 – that turned the Province of Venice into the Venice Metropolitan City. This territory is one of the most analysed in Italy and a widely shared interpretation has consolidated to view the Padua-Treviso-Venice city-region – that is the entire territory of the contiguous Provinces of Padua, Treviso and Venice – as the appropriate territorial scale to catch the ‘Venice Metropolitan City’. A study conducted by OECD in 2010 on the interpretation of territorial interdependence in the Veneto Region contributed to envisage this interpretation.

In 2014 the Municipality of Venice asked OECD to reflect on the relationship between the Venice Metropolitan City and the Padua-Treviso-Venice city-region. We supported this study by delivering analysis and evaluation on the territorial organization of the area and devising the construction of a regulation system at the metropolitan scale starting from the institutionalization of intermunicipal sub-systems that characterize this highly dispersed territory.
